Joint Academic Conference Celebrating the 100th Anniversary of the Founding of the Korean Provisional Assembly
  In commemoration of the 71st anniversary of the Constitution Day, the National Assembly Research Service (NARS) co-hosted an academic conference with the Korean Public Law Association (KPLA) (Chairman Kim Dae-hwan) on July 16 at the 2nd Session Room of the National Assembly Building. The ceremony was held under the theme ¡°The Constitutional Meaning of the Korean Provisional Assembly and its Legacy to the Republic of Korea.¡±

The ceremony took place to commemorate the legacy of the Korean Provisional Assembly (KPA). The KPA was established when Imperial Japan ruled the Peninsula 100 years ago as a representative committee of nascent sovereignty. The KPA provided normative continuity to important documents and laws such as the Constitution and the National Assembly Act and gave legitimacy to Korean state power. The KPA provided the basis for the establishment and operation of constitutional order after liberation.

Starting with the keynote speech, the conference was divided into three sessions. Professor Lee Hun-hwan (Ajou University), Professor Kim Joong-kwon (Chung-Ang University), and Professor Song Ki-choon (Jeonbuk National University) took the lead at each session. Honorary professor Kim Moon-hyun (Ewha Womans University) made a keynote speech titled ¡°Fragmentary Thought of 100 Years of Constitution¡± Ms. Kim¡¯s speech paid tribute to the 100th anniversary of the Constitution and touched on issues for the future.

In the first session, Professor Lee Young-rok (Chosun University) presented on the subject of ¡°The Relationship between the Korean Provisional Assembly and the Constitutional Assembly,¡± with Cho So-young (Pusan University) leading the subsequent discussion. In the second session, Professor Lee Byung-kyu (Dong-Eui Institute of Technology) led off with a presentation on the ¡°Constitutional Significance of the Establishment of the Korean Provisional Assembly,¡± and Dr. Kim Hyun-jung (Konkuk University) provided discussant¡¯s remarks. In the third session, Professor Jeon Jong-ik (Seoul National University) delivered a keynote on ¡°The Constitutional Status and Role of the Korean Provisional Assembly-Focused on the Period of Shanghai.¡± Following Professor Jeon¡¯s keynote, there was a discussion led by Professor Shin Ok-joo (Jeonbuk National University). Professor Moon Joon-young (Pusan National University), Professor Lee Kyung-joo (Inha University), Senior Researcher Yoon Dae-won (Seoul National University Kyujanggak Institute for Korean Studies), and Legislative Investigator Kim Sun-hwa (National Assembly Research Service) participated in the general discussion.

At the conference, many public law scholars in Korea and NARS legislative researchers held in-depth discussions on the constitutional meaning of the Korean Provisional Assembly and the historical implications of the nation¡¯s sustainability. NARS plans to deepen its research on the Provisional Assembly of Korea-an area lacking in research-through the results of this academic conference and ongoing policy research services and meetings.
