NARS Holds Award Ceremony for 2019 Legislative and Policy Proposal Contest
  The National Assembly Research Service (NARS) held an award ceremony on September 3 at the Main Conference Hall of the NARS for the ¡°2019 Legislative and Policy Proposal Contest.¡± The award ceremony was hosted jointly with the Financial News Agency, and presented eight awards: one for the grand prize (National Assembly Speaker¡¯s Award), two for the ¡°best¡± (Chief of the National Assembly Research Service and Chairman of the Financial News), and four for ¡°excellence,¡± and one for ¡°participation.¡±

In the 2019 Legislative and Policy Proposal Contest, 174 proposals were sent in containing policy suggestions on how to tackle issues affecting the lives of ordinary Koreans. Proposals were sent in by individuals of various ages and occupations, from teens to sexagenarians and high school and university students to job seekers and office workers. The proposals were graded on two criteria-novelty and feasibility-to choose a winner.

Kim Ha-joong, Chief of NARS, said in his opening speech. ¡°This year¡¯s contest attracted 260 participants, 66 more than last year, and the number of proposals increased to 174-23 percent more than last year. Many excellent suggestions were found in terms of the novelty and feasibility of the ideas, resulting in a more quantitatively developed contest.¡±

He also stressed that NARS will actively utilize the valuable opinions proposed by the public in preparing NARS reports, while strengthening follow-up efforts to relay Members of Parliament¡¯s legislation and policies of related agencies.

In a congratulatory speech, Kim Joo-hyun, President of Financial News Agency, said, ¡°If the proposed legislation and policy proposals become a reality, there will be nothing more rewarding for voters.¡± Kim pledged efforts and resources to make the event the nation¡¯s best legislative policy proposal contest.

Kim Doo-hyun and Jee Eun-sung, who study Public Administration at Konkuk University, won the National Assembly Speaker¡¯s Award. Kim Doo-hyun, who proposed the ¡°Qualification test and license storage system for elderly drivers,¡± said in his award speech, ¡°It is time for our society to show interest and affection to the elderly who have devoted themselves to the community, and I hope that the gesture of our concern will be used for small reference in the policy towards the elderly in the future.¡±

The National Assembly Research Service and Financial News Agency plan to hold a legislative and policy proposal meeting in the future to provide a platform for fresh legislative policy ideas in the area of ordinary people¡¯s lives. The ideas will be used for legislative and policy materials. The meeting will also provide opportunities for middle and high school students to experience parliamentary democracy directly.
