NARS Holds Joint Seminar on “Circular Economy Era: Assuring Sustainable Product Design and Consumers’ Right to Repair”
  On July 22, 2022, the National Assembly Research Service (NARS) held a joint seminar with lawmaker Yun Changhyun (People Power Party), lawmaker Yoon Joonbyeong (Democratic Party), Korea Consumer Agency, and Korea Environment Institute under the theme “Circular Economy Era, Assuring Sustainable Product Design and Consumers’ Right to Repair.”

  The joint seminar offered a venue to discuss ways to seek individual roles for government, entrepreneurs, and consumers as well as cooperation toward one target of realizing a circular economy, as demands for shifting to a circular economy, which pursues a virtuous cycle of resource use, is emerging worldwide.

  In the seminar, Jo Jihye (Director of the Division for Resource Circulation, Korea Environment Institute), Choi Eunjin (Legislative Researcher of Finance and Fair Trade Team, NARS), and Lee Seungjin (Policy Researcher of Legislation Team, Korea Consumer Agency) made presentations on “Policy direction for sustainable product design for a circular economy,” “Legislative trends on consumers’ right to repair in major countries,” and “Current status and tasks for securing consumers’ right to repair,” respectively. A comprehensive discussion ensued in the later part of the seminar.

  In the first presentation, Director Jo Jihye of Korea Environment Institute emphasized the necessity of sustainable product design and then introduced trends and directions of regions and countries such as the EU, Japan, and Korea. She also pointed out insufficient policy inducements in the current measures and necessity of reexamination on current measures and introducing Korea-tailored sustainable product design systems and strategies.

  In the second presentation, Researcher Choi Eunjin of the National Assembly Research Service presented a backdrop of legislation of ‘right to repair’ in Korea and major foreign countries, the implications, and so forth. While she examined how various countries including the United States and those in Europe are doing, she also stated that it is necessary for Korea to pave the legal ground in assuring consumers that they exercise their right to repair as one of their individual rights.

  In the third presentation, Policy Researcher Lee Seungjin of Korea Consumer Agency talked about the diverse actions in pursuing consumers’ ‘right to repair’ and legislation and policies in foreign countries, the urgent need to discuss enactment of the said laws, the limitation of current relevant laws, cooperation and environment of relevant ministries, and how to connect consumers’ policies to it, among other tasks for legislation.

  The presentations were followed by a comprehensive discussion moderated by Professor Jeong Myeongho (University of Seoul) in which Professor Oh Secheon (Kongju National University), Professor Kim Jinwoo (Hankuk University of Foreign Studies), Secretary General Jeong Jiyeon (Consumers Union of Korea), Former Vice President Kim Yeongseok (The Organization Consumer Affairs Professionals in Business), Director Lee Dongwon (Korea Fair Trade Commission) and Director Seo Yeongtae (Ministry of Environment) partook in vigorous discussion.
