On October 24, 2023, the National Assembly Research Service (NARS) jointly held Korea-Europe Carbon Neutrality Forum with Yonsei University’s Jean Monnet Centres of Excellence (Dean Yeonho Lee) and Korea Europe & You (KEY, President Philippe Li) under the title “Overview of Europe’s Carbon Neutrality Status: Implications of CBAM and Corporate Response Trends.”
This past October, as the EU finally kicked off the Carbon Border Adjustment Mechanism (CBAM)’s pilot phase, which will directly affect related industries and businesses, the forum sought to check South Korea’s preparation status and seek suitable responses to the global trend. In their opening and congratulatory remarks, National Assembly Secretary General Lee Gwang Jae and NARS Chief Park Sang Chul, respectively, both made suggestions on the right direction that the Korean nation and businesses should head in this age of climate crisis and under the environmental regulations posed by the EU. They also emphasized the need for deep discussions regarding such issues.
The event was divided into two sessions. Session one, chaired by Mr. Yeonho Lee, included a presentation by Jorg Weberndorfer (Minister Counsellor from the EU delegation to the Republic of Korea) on the status and issues of CBAM. Panel discussion followed with the participation of Young-wook Jang (Head of Europe Team at KIEP), Jeongwoo Lee (Head of ESG Consulting at KB Bank), Yoon-Gih Ahn (Senior Researcher Fellow at POSCO Research Institute), Hye Sung Kim (Lawyer at Kim&Chang), and Noori Park (Legislative Research Officer at the NARS).
The second session was chaired by Mr. Lee Jun (Attorney-at-law at Kim&Chang) and included a presentation by Joseph Dellatte (Research Fellow at Institut Montaigne) titled “Current Status and Corporations’ Responses Trends for Achieving Carbon Neutrality.” During the session, Jong Ho Yeo (Vice President of SK Geo Centric), Philippe Berterottière (CEO of GTT France), Hervé Péneau (CEO of Veolia Korea), and Stéphane Ferreira Carbios (CBO of Carbios) provided insightful discussion on issues such as preparation status and business difficulties.
The forum provided an opportunity for Korean and European experts to share their thoughts on various net zero policies including the EU’s CBAM and practical ideas on business responses. Research officers at the NARS compiled the valuable and diverse opinions, which will be of help to officers in the future when developing policies and creating support for the domestic industries faced with stricter European environmental regulations.
