From April to June 2022, the National Assembly Research Service (NARS) held its monthly forum ‘NARS Perspectives and Discussion’.
This forum invites authorities from various fields for the purpose of facilitating expert discussion to promptly identify and analyze critical issues that could affect state affairs and the country’s future. After each issue-focused presentation, forum-style discussions are held with experts at NARS in order to derive germane legislative and policy implications.
Each forum is moderated by the Chief of the National Assembly Research Service and includes presentation from a top expert plus designated discussion from a relevant expert and a NARS legislative research officer.
The 16th forum was held on Wednesday, April 27, under the theme “In the New Cold War Era, Finding a New Way for National Security – the Ukraine War and Korea’s New National Security Policy.” Professor Choi Jinwoo from the Department of Political Science and International Studies, Hanyang University (former President of the Korean Political Science Association) was invited as a speaker and Sim Seongeun (Legislative Research Officer of NARS Foreign Affairs and National Security Team) took part as a designated discussion panelist. Panelists discussed potential new models of foreign affairs and national security for the balanced external cooperation and peace on the Korean Peninsula in the new cold-war era. Discussants also contemplated, diagnosed, and forecasted strategic changes in foreign affairs and national security in order to reinforce global cooperation of South Korea.
On Wednesday, May 25, the 17th forum was held under the theme “Tasks for Great Transition and Operation of the New Administration.” Namgung Geun, a Civilian Chairman of the Government Performance Evaluation Committee (and former President of Seoul National University of Science & Technology) participated as the invited speaker. Choi Jeongmin (Legislative Research Officer of NARS, Public Administration and Safety Team) took part as a designated discussant. In line with the post-COVID-19 world, responses to climate change, reformation of the international order, emergence of the fourth industrial revolution, etc., panelists discussed expected direction for state affairs that the new South Korean administration should aim at and explored what would be the administration’s core tasks.
The 18th forum was held on Tuesday, June 28, with Professor Hwang Giyeon from Hongik University (and former President of Korea Transport Institute) speaking on “The Future of Mobility and Changes of the World” and Park Junhwan (Legislative Research Officer of NARS Land, Transport, and Maritime Affairs Team) joining as panel discussant. Participants identified changes in the newly emerging mobility and contemplated policy directions befitting the future changes as mobility experiences further innovations.
