On May 19, 2023, a delegation from the Office of the Council of State of the Kingdom of Thailand (OCS, Head of the delegation Ms. Chuensumon Niwatawong) visited the National Assembly Research Service.
The delegation, composed of 14 public officers from the field of regulatory impact assessment, began their five-day tour on May 15, conducting meetings with relevant organizations in Korea to learn and gain insight on the nation’s reform and evaluation system on regulations.
After welcoming the delegation, Chief of the NARS Park Sang Chul explained the need for a comprehensive assessment of the impacts of legislation and bills on the economic, social, and cultural sectors as well as their regulatory impact during the legislative process. The head of the delegation, Ms. Niwatawong, expressed her deep interest in legislative impact assessment and gratitude for the meeting the NARS had prepared.
Dr. Kim Yoo Hyang, Counsel of Social and Cultural Research, delivered a 2-hour presentation covering legislative procedure, real cases of legislative impact assessment, methodologies, ex-ante impact assessment, and differences in impact assessment compared with the executive branch. The presentation was followed by a Q&A session with the delegation.
The delegation’s visit was arranged by the Korea Institute of Public Administration (KIPA) as a part of their OCS-KIPA training program, which resumed this year after a 4-year hiatus due to the COVID-19 pandemic.
